Empresa Territorial para la Salud (ETESA) originally managed national gambling, but it was dissolved and its powers transferred to Coljuegos, which now licenses and taxes casinos, slots, bingo and other national games of chance. CNJSA was retained in a more limited, technical role linked to territorial games.

CNJSA was created in an effort to establish a national gaming commission with greater authority and enforcement power to combat illegal gambling. It is estimated that illegal gambling accounts for roughly 20% of the market.

In another effort to combat money laundering and tax evasion, the Colombian Ministry of Finance passed a measure in 2006 requiring casinos to report winners of more than USD 4,500.
